Successfully managed commercial fisheries must ensure that harvesting practices fit within long-term resource conservation targets and sustainability goals. In meeting these objectives, fisheries data systems must become more comprehensive and higher quality in terms of accuracy, timeliness, and verifiability. Many commercial fisheries in British Columbia use at-sea monitoring programs to ensure compliance with fishery regulations, and to collect important information supporting in-season fishery management, stock assessment, and scientific research.

Archipelago is listed with the Canadian General Standards Board as an accredited dockside monitoring company, and is approved for training and certifying fisheries observers. For a quarter century, Archipelago has provided certified observer services to the Canadian government and commercial fishing industry, specializing in groundfish and shellfish. Completed and ongoing observer contracts include the provision of dockside monitoring programs and at-sea observer services for domestic and foreign fisheries on Canada's Pacific Coast. Typical components of these projects have included:
  • Design, production, and implementation of data collection and reporting programs.
  • Collection of biological and commercial catch data, and the provision of these data in a verified electronic format.
  • Documentation and tracking of individual quotas for in-season fishery management purposes.
  • Monitoring commercial offloads of fish and shellfish.
  • Provision of offshore fisheries observers for foreign and domestic vessels fishing both inside and outside Canada's EEZ.

During this time, Archipelago has been actively involved with the development and implementation of numerous commercial monitoring programs and scientific research surveys. Highlights of these programs include: At-Sea Observers
  • Experienced technical staff (totaling more than 25,000 days of at sea experience collecting fisheries catch and biological data).

Scientific Research Charters

As a longstanding member of British Columbia’s scientific research community, Archipelago routinely provides technical support and leadership for a variety of government and industry research cruises. During these cruises, Archipelago’s certified representatives help ensure the highest standards of sampling, catch documentation, and data management. Examples include: Observers En-Route
  • Inshore Rockfish Hook and Line Surveys (2006-Present): Participation in the stock assessment surveys, focusing on inshore rockfish, conducted by the Pacific Halibut Management Association and Fisheries and Oceans Canada.
  • Multi-species Groundfish Trawl Surveys (1996 to Present): Participation in trawl surveys with the Canadian Groundfish Research and Conservation Society (CGRCS) and Fisheries and Oceans Canada.
  • Sablefish Stock Assessment and Tagging Survey (2001-Present): Carried out in conjunction with the Wild Canadian Sablefish Association and Fisheries and Oceans Canada.

Dockside Monitoring Programs

Independent, third-party validation of offloaded catch at the point of landing is key to the continued sustainability of commercial groundfish and finfish fisheries.
Dockside Observers Archipelago works with fisheries staff to establish standards for data management, and provides trained and government-certified shore-based observers to assist with data collection, species identification, and the integration of monitoring processes and technologies. Since 1989, Archipelago has set the standard for dockside monitoring procedures along Canada’s west coast. Examples of dockside and catch reporting services include:
  • Third-party verification of landings (species identification, weights, and piece counts).
  • Collection of fishing log, hail, and other fisheries-related information.
  • Collection of samples and tag information for scientific purposes.
  • Compliance monitoring of commercial activities.
  • Application of tags and other product identifiers for market tracking, compliance, and research purposes.
  • Data verification, analysis, and reporting.
